The story in brief

Government backgrounder: The October 31 backgrounder compares the figure with 19% in 2015. It describes social security as protection across working life and retirement, with EPFO administering provident-fund savings, pension and insurance for eligible members.1 Government backgrounder: It reports about 7.98 crore contributing EPFO members as of September 16, and 31.89 crore e-Shram registrations as of August 2026. These are different measures and should not be added as a count of unique beneficiaries.1

Context: The e-Shram One-Stop Solution connects 15 welfare schemes. Workers still need to check the conditions of the relevant scheme; registration and aggregate coverage figures are not proof of entitlement to every benefit.

Who this matters for: Workers and families checking social-protection options

The backgrounder does not set out the detailed methodology behind the coverage comparison.
