The story in brief

The October 30 Finance Ministry release reports expenditure of about ₹25.50 lakh crore and receipts of about ₹18.35 lakh crore. The receipts include net central taxes, non-tax receipts and non-debt capital receipts.1 Capital expenditure was about ₹6.55 lakh crore. About ₹6.99 lakh crore was transferred to states as their share of taxes; these transfers are distinct from a direct payment to individual residents.1

Context: A budget estimate is the amount planned for the financial year. The 47.7% figure compares spending with that annual plan; it is not a year-on-year growth rate or a measure of how much every household received.
